JIT lets investigators avoid spending review effort on applications unlikely to be funded. For human-subjects studies, JIT may include the IRB approval letter, FWA, key personnel training, and human-subjects education certifications.

An NIH process in which final IRB approval, human-subjects assurances, and certain other documents are submitted only after a grant is likely to be funded.
